After dragons suddendly appeared once again in the world, humanity has joined up with other creatures once thought to be myth in order to survive. Decades later, Shikigami, the latest dragon hunter model, arrives on the scene and is quickly set up with an elite team of dragon fighters who will be humanity's last hope against the dragons.

It's very obviously the first volume that sets up the world and the team we'll be following over the course of the story. You'll walk away with way more questions than answers, and the author is aware of it becuase there's a little comic at the end that makes fun of this fact and explains that it's the reason for the 0 in the title.
Even then, the world was intriguing enough that all the questions made me want to keep going instead of feeling like it was empty suspense. Then we have giant robots, vampires, et al., and characters full of banter and sass, and it pulled me in. Eagerly awaiting the next volume.
