The difficulty comes from the hidden nature of the interaction between the Ryu and humanity. Those humans that were connected to the Ryu can not tell their friends and family for fear of discovery would lead to destruction. those lives are very fragile and their attempts at creating peace are faced with internal conflict between the remaining Ryu.
