Only the Smell of Roses Bureau is above the anti-tech laws that govern the land. And the Bureau’s mystical technology—Restart Fluid—is all that keeps humanity from extinction. Or so they say.

Eddie and Izzy are the products of this remarkable science. Like all restarts, they were criminals in their past lives, but by the grace of the Bureau, they’ve been born again, given a second chance to grow up in a restart academy. Clean slate.
