Excellent proposal for restructuring our election system. I would love to see the amendment detailed in this book implemented. Maybe someday when our top heavy society collapses this can form a part of the rebuild. (Just my opinion.)

In The Democracy Amendments, Rick Hubbard sets out the rationale, in detail, for a set of proposed amendments to the US Constitution that would overhaul our electoral system, including election financing, media coverage, redistricting, and implied abolition of the Electoral College.

Unfortunately, the potential for Hubbard's proposals to become a reality seems quite unlikely. As of today (early 2017) the Republican party controls a majority of state legislatures, a majority in both houses of Congress, and the presidency, despite consistently garnering fewer votes in elections. In other words, the Republicans have the ability to prevent any such amendment (whether proposed by Congress or an Article V convention) as well as a significant vested interest in doing so. (Don't read this as a particular criticism of Republicans -- if the situation were reversed I would expect the same from Democrats.)

Rather than spending so much time making the case for this set of amendments, a more useful book would present a strategy for overcoming the significant institutional inertia against such changes. Nevertheless, if you're interested in electoral reform, this short book provides a nice summary of some of the key reform ideas out there today.
