This is the second book in the Joona Linna series and it's very good, although I'd read it when it was first published in English a few years ago.
I recommend Lars Kepler's series to anyone looking for a compelling mystery novel.
Detective Joona Linna is tasked with investigating some very suspicious deaths – a woman found drowned on a boat that is still floating, her clothing is dry and a man appears to have hung himself, but there is nothing he could have stood on to reach the noose. When Joona makes a connection to arms dealing and potential terrorism, the national security agent joins up with detective Saga Bauer, as they race to prevent a catastrophe. Fans of Nordic Noir love Kepler, and for good reason, solid plot lines and well constructed, believable characters
