The title promises a bit more than the book delivers. This was the first Black Vault book I have read, so I was looking for more than what I got. What the reader gets is commentary on various documents that John Greenwald, Jr., managed to FOIA out of various government agencies. So you do learn that the army was planning a base on the Moon back in the 1960s which was cost prohibitive not to mention beyond "current technology." Then there is the CIA paranormal experiments into remote viewing and mind control. Cereal companies being involved with black operation experiments. And of course the obligatory UFO shallow dive. In all, this title provides a skimming of the surface of some so-called government secrets, but nothing that I find rewriting history.

Extremely interesting, and entertaining read. If you are interested in secret government programs, or conspiracy theory, this is a great book to read.
