I run a TEDx event, and this is one book I'll be sharing with our future speakers. There are actual good tips in here, applicable both to public speaking in general and the highly specialized environment of a TED talk.

As a whole, I think TED is an amazing organization that has really revitalized the public's perceptions of public speaking in the last decade. As for this specific book, it's a bit basic for my tastes. I've written about and taught public speaking for almost 20 years, I think this book would be good for someone who doesn't have much practice or experience with public speaking. Would I recommend this to a CEO I'm coaching, probably not.
